Core Nucleus and Eligibility for Executive Condominium (EC) Purchase

Core Nucleus Definition

A household’s eligibility for housing subsidies is assessed based on the core nucleus, consisting of the applicant(s) and occupier(s) who meet the eligibility conditions for purchasing an EC unit. This core nucleus must remain consistent throughout the EC application process and during the Minimum Occupation Period (MOP) after the purchase.

Eligible Household Compositions

Your household must fall into one of the following categories:

1. **You and Your Fiancé/Fiancée**

2. **You, Your Spouse, and Child(ren)**

3. **You, Your Parents, and Siblings**

   – If you are an unmarried, widowed, or divorced Singapore Citizen (SC) buying an EC with your parents, at least one parent must be an SC or Singapore Permanent Resident (SPR).

4. **You and Your Child(ren) Under Legal Custody, Care, and Control**

   – Applicable for widowed or divorced individuals. If the care and control of your child are shared with your ex-spouse, you must obtain their written agreement to include your child in the EC application.

5. **You and Your Siblings**

   – Applicable for orphaned and single siblings (unmarried, divorced, or widowed). All siblings must be listed in the same application, and none should be applying for, owning, or renting a flat separately. At least one deceased parent must have been an SC or SPR.

6. **You and Up to Three Other Singles as Core Applicants**

   – Divorced or widowed persons with children who can form a family unit are not eligible to apply as orphaned siblings.

Citizenship Requirements

– **Fiancé/Fiancée, Married Couples, and Parent(s) with Child(ren), Orphaned Siblings:**

  – You must be an SC.

  – Include at least one other SC or SPR.

– **Two or More Singles:**

  – All singles applying jointly must be SCs.

Age Requirements

– **General Applicants:**

  – At least 21 years old.

– **Two or More Singles:**

  – At least 35 years old.

Monthly Household Income Ceiling

– The total income of all persons listed in the EC application must not exceed $16,000.

Property developers will guide you on the submission of documents, such as income documents, when booking an EC unit.

Ownership/Interest in Property

Local or Overseas Property:

  – You are considered to own or have an interest in a property if acquired through purchase, gift, inheritance, or as a nominee. This applies to both completed and uncompleted properties.

– **Private Residential Property:**

  – Must not own or have disposed of any private residential property in the last 30 months before the EC application.

– **Non-Residential Property:**

  – For EC land sales launched on or after 9 May 2023, households can own or have an interest in up to one non-residential property at the time of EC application and up to 30 months before the application.

Previous Housing Subsidies

– **Subsidised Housing Units:**

  – Include flats bought from HDB, resale flats with CPF housing grants, DBSS flats, and EC units bought from property developers, among others.

– **Second-Timer Applicants:**

  – If you or any core applicants or occupiers have taken a housing subsidy, you must pay the resale levy when buying an EC unit. If you have taken two housing subsidies, you are ineligible to apply or be listed as a core occupier in an EC application.

Ownership/Interest in HDB Flat

– If you or any persons listed in the application own or have an interest in any HDB flat, it must be disposed of within six months of completing the EC unit purchase.

Undischarged Bankrupt

– Prior consent from the Official Assignee (OA) or the private trustee is required for purchasing an EC unit if you are an undischarged bankrupt.

Wait-Out Period Before Applying for an EC

– **Cancellation of HDB Flat Booking:**

  – If you cancel your HDB flat booking, you must wait one year before applying or being listed as a core occupier for an EC unit.

– **Termination of EC Sale and Purchase Agreement:**

  – If you previously bought an EC unit with a CPF Housing Grant and terminated the Sale and Purchase Agreement, you must wait five years before reapplying.

– **Owners/Ex-Owners of an EC Unit:**

  – If you currently own or have recently disposed of an EC unit, you must wait 30 months before applying for another EC unit.
